The delayed delivery of SICAP is caused by national and international legal changes

The successive legal changes that occurred in 2015 and 2016, after the system analysis and design stages had been finalized, have caused delays in the delivery of the new electronic public acquisitions system – SICAP. All these delays resulted in a major effort to redo the solution analysis and design, as well as significant changes to the application to align the solution to the legal stipulations. Laws no. 98 and 99/2016, that govern the public acquisitions, were published on May 23, 2016.

The accurate implementation of any change needs to follow the standard analysis, design, development, and testing steps. UTI Grup, as the provider of the solution, has informed the Client that, after the legal changes, the parties must agree on the period necessary for the implementation.

Despite all these successive changes, that resulted in a far greater implementation effort than the one estimated upon the signing of the contract, the system has reached the testing phase. After this phase is finalized, the end users will benefit from one of the very few systems in Europe that observe the legislation on public acquisitions in force and all the changes occurred since the project has started.
