SIAAB – The Romanian Command and Control System appreciated by NATO

Between September 23-26, 2005, LC2IS Workshop – Land Command and Control Information Systems – organised by NC3A – NATO Command, Control and Consultation Agency – took place at the Joint Quarter of the NATO Forces in Brunssum, the Netherlands. The purpose of the workshop organised by NC3A was to bring together presentations of several national command-control systems, in order to get an image on the current level of the functional capabilities, as well as of the standardisation and interoperability level.

For this purpose, delegations of several NAT member states were invited to present, in collaboration with private partners, the implemented national C2 systems. The Romanian delegation, represented by the UTI-Romsys consortium, was actively supported by Romanian military representatives at the NATO commandment in Brussels. Both the capabilities requested by the operational scenarios prepared by NC3A and the additional functionalities in the area of specific national extensions were successfully demonstrated.

The conclusions of NATO officials, consequently to the presentation of SIAAB – Romanian Command-Control System, were as follows:

  • SIAAB is a stable solution, implemented at several echelons within the Romanian Army
  • The system was conceived for interoperability at all levels:
    • database replication
    • formatted messaging
    • NATO symbology
  • The system enlarges the NATO standards with capabilities specific to the Romanian doctrine; some enlargements are generic enough to be considered in view of their inclusion in subsequent versions of the standards.

SIAAB – the Romanian C2 system, solution also successfully tested within the international exercises of the North Atlantic Alliance, is going to be implemented, within the Romanian Army, on the entire command-control chain up to JOINT level.
